8% in 2003 (Conte 2005). The key is to take these small victories, embrace them, and keep them going. All too often, it appears that Brazil starts a program only for it to not be appropriately managed, monitored, or enforced. To combat these serious environmental problems it faces, it is time for Brazil to become serious in its approach. Conclusion After review of Brazil's current environmental condition, it is clear that there is much room for change and great incentives to make those changes. At this point Brazil is in the midst of some growing pains in trying to implement and enforce environmental protection policies. Indeed, it is a long and arduous process. With perseverance and the openness to reach out for tutelage from other successful countries, Brazil can stay steady on the road to growth, development, and environmental improvement.
